Water category
Category is the industry’s word for how contaminated the water is, and it drives everything downstream: whether the room needs containment, what gets removed rather than dried, and what protective equipment is required to be in it. In most suburbs the category is a question. On a Royal Oak block with original combined connections, water coming back up a floor drain is treated as Category 3 from the first minute — not after a lab result, and not after a day of watching it.
Category 1 — clean
Supply line, water heater, ice maker
The best case here, and rare in the older grid because so much of what fails is drainage rather than supply.
What changes: The widest save window. Carpet and pad can often stay, plaster and hardwood are strong candidates for drying in place, and no containment is required. This is the category where speed buys back the most material.
Category 2 — grey
Appliance discharge, groundwater through a stone foundation

Stopping the second one
Most homes in this city that take water once take it again, because the cause is usually infrastructure rather than an accident. The measures below are listed with what each one does not cover, which is the part normally left out. In a combined-sewer storm a house can be taking a backup through the drain and seepage through the wall at the same time, and a measure that solves one of those will feel like a failure when the other arrives.
Backwater valve on the sewer lateral
What it does: Closes a one-way gate when flow reverses, so a surcharging main cannot push back through the floor drain.
What it does not do: Nothing about groundwater arriving through a stone wall, and nothing about a failed sump. In a combined-sewer storm those are often happening simultaneously.
Who does it: A licensed plumber. Cameraing the lateral first is worth the extra visit, because a valve on a collapsed line solves the wrong problem.
Sump pump with a battery or water-powered backup
What it does: Keeps the pit clearing when the primary pump fails or the power goes out — which, in the storms that cause these losses, is the same moment.
What it does not do: Help a home that has no interior drain tile feeding the pit, which is the case in a good deal of the original stock. A pump can only move water that reaches it.
Who does it: A plumber for the install; you for the test. Pour a bucket into the pit twice a year and watch the whole cycle, including the backup, with the breaker off.
Downspout extensions and lot grading
What it does: The cheapest and most under-used measure there is. Moving roof discharge six to ten feet out and re-establishing fall away from the wall removes a large share of the water that would otherwise sit against the foundation.
What it does not do: Do anything for a sewer surcharge. It is a seepage measure, not a backup measure.
Who does it: Largely a homeowner or landscaping job. On the narrow lots downtown and through Vinsetta, grading away on all four sides is sometimes not geometrically possible, and that is worth knowing before paying for it.
Window well covers and drains
What it does: Stops a below-grade well from filling and pushing water through the window frame — a common entry point in bungalows where the wells are original and shallow.
What it does not do: Address a well that has no drain at all, which is common in the pre-war stock. A cover on an undrained well can trap water rather than shed it if it is not sealed to the wall.
Who does it: Homeowner-scale, but check whether the well has a working drain before buying covers.
Floor-drain standpipe or plug
What it does: A low-cost partial measure that buys some head pressure against a mild surcharge.
What it does not do: Hold against a real event, and it removes the drain you would want if a supply line lets go while the plug is in. It is a stopgap, not a substitute for a valve.
Who does it: Homeowner. Understand it as insurance against the small event only.
Moving what cannot be replaced off the floor
What it does: The measure with the best return and no permit. Six inches of elevation on stored contents is the difference between a cleanup and a loss on the items you actually care about.
What it does not do: Prevent anything. It reduces what a preventable event costs you, which is a different and equally useful thing.
Who does it: You, this weekend.
Context
Nothing in this section is about contractor quality. Adjacent Oakland County cities were built in different decades, and the decade sets the foundation type, the wall material and the drainage design. That is most of the reason two houses four minutes apart have very different losses in the same rain.

One boundary worth naming because it confuses paperwork rather than water: Royal Oak Township is a separate municipality from the City of Royal Oak and does not border it. If an address search returns one when you meant the other, permits, assessor records and municipal contacts will all be wrong.
Before anyone starts

The most common failure on pre-war homes is a mitigation crew that dries beautifully and hands off to nobody. Replication is a scheduled trade, not an afterthought.
“Are mitigation and reconstruction the same company, and if not, who owns the seam?”
The hand-off between trades is where original material gets lost and where schedules die. One accountable party is worth more here than a slightly lower line item.
“Am I signing a work authorisation, an estimate, or something that assigns my insurance benefits?”
Know which document is in front of you. Read what you sign, and do not sign anything that transfers your claim rights because someone is standing in your basement at 11pm.
“What ends this job — a date or a reading?”
The correct answer is a reading. Equipment that comes out on a schedule rather than on a meter is the most common origin of mould found six weeks later.
“Are you licensed in Michigan, and can I see it?”
Residential building work in Michigan requires licensing. Ask, verify, and do not accept a business card as an answer.
The honest part
Royal Oak is well covered by restoration firms based closer than Sterling Heights, and on an actively running loss the honest advice is to call whoever stops the water soonest.
Where we would argue for ourselves is the finish. This housing stock loses plaster, original hardwood, leaded glass and built-ins, and those are replicated rather than replaced. One accountable crew that holds mitigation and reconstruction together is worth considerably more on a 1925 bungalow than on a 2015 colonial, because the hand-off between trades is exactly where original material gets lost.
