Who owns what
What is the difference between my water service line and the city water main?
The water main is the pipe the city or water authority owns and maintains, running under the street and serving an entire block. The service line is the smaller pipe that connects your house to that main, and it is the part a homeowner usually ends up responsible for, at least in part.
GLWA, which treats and delivers water to dozens of Metro Detroit municipalities including Detroit and many Macomb and Oakland County communities, says it directly: homeowner responsibility for the service line "varies by community." In some communities the homeowner owns only the stretch from the curb stop in the yard into the house. In others, the homeowner owns the entire line, all the way out to where it connects to the main. GLWA's own guidance is to contact your local municipality to find out which rule applies at your address, because GLWA itself does not set that line.
This is not a detail that only matters for a repair bill. It also decides who you call first when a break happens, and in many communities it decides who is even allowed to touch the curb stop.
