What is specific to this township
Because it is at the top of the system, and almost everywhere else around here is at the bottom.
Waterford Township covers 35.3 square miles, of which 4.0 square miles, or 11.22%, is water. It contains 34 named lakes. It sits at an elevation of 948 feet. And the main branch of the Clinton River runs through it not far below its headwaters in the rural north of Oakland County.
Put that elevation next to the rest of the map and the argument makes itself. Waterford does not receive the region stormwater. It is one of the places the region stormwater comes from.
Which means the mental model that dominates thinking about basements in this part of Michigan, a combined sewer overwhelmed by rain and pushing contaminated water backward into the lowest opening in your house, is largely the wrong model for Waterford. There is no combined system here to surcharge. The water in a Waterford basement is usually clean, it usually came from the ground rather than from a pipe, and more often than anything else it is there because something stopped removing it.

The number that explains the township
No. And the reason it could not really have them is the most useful thing on this page.
The township Department of Public Works reports that it collects and transports wastewater through approximately 366 miles of sanitary sewer lines and 63 pumping stations.
Sixty-three pumping stations. In one township. That number is not extravagance, it is topography. Kettle and moraine lake country has no consistent fall in any direction, so wastewater cannot simply run downhill to a single low point. It has to be lifted, over and over, across the whole township.
Now hold that against an inner-ring city.
Berkley publishes that its system “is entirely gravity-based with no pumps or valves, meaning there are no switches, valves, pumps, levers, or buttons that need to be pushed to move water out of Berkley”.
Two communities twenty miles apart, running exactly opposite infrastructure, and therefore failing in exactly opposite ways. Berkley fails when a fixed pipe capacity is exceeded by rain. Waterford fails when a machine stops.
That is true of the township sanitary system with its 63 stations, and it is true in miniature of almost every house sitting over a high water table with a sump pump in the corner. The theme of a Waterford water loss is mechanical rather than meteorological, and once you see it that way the prevention list changes completely.

The thing nobody writes down
Possibly. And whether it does or does not is a genuine fork in what you can expect from anybody.
In Oakland County a normal lake level can be legally established by the Circuit Court. Where one is established, the court also establishes a special assessment district for the lake level control structure, and the property owners who benefit from the level are assessed for the cost of constructing, operating and maintaining it. A control structure is an artificial barrier used to regulate the level, which may be a dam, a weir, a pipe or something similar.
Lake Oakland and Woodhull Lake, which straddle the Waterford and Independence Township line, have a legal established lake level elevation of 957.43. The Clinton River exits Oakland Lake on the south east end through two dams that regulate the water level.
Now the half that matters and that nobody tells a lakefront homeowner.
Not every lake in Oakland County has a legally established normal level, and the Water Resources Commissioner has jurisdiction only where a level has been established by the court.
So there are two kinds of lake in this township. On one, the level is a managed number with a structure, a funding mechanism and an authority responsible for it, and a seasonal swing is something you can ask a question about. On the other, the level is whatever the weather has decided, there is no control structure, and there is nobody with jurisdiction to call.
If your basement or crawl space is taking groundwater and the swing seems to track the lake, that is the first question to answer, and it is free to answer. Ask the Oakland County Water Resources Commissioner in those words: does my lake have a court-established normal level.
Worth knowing before you need it
Some of Waterford is connected and some of it is not, and the difference decides who is responsible when something backs up into your house at two in the morning.
The Charter Township of Waterford, as operator of the sanitary sewer system, is obligated under State Law Public Act 288 and Waterford Ordinance 101 to require all premises within 200 feet of an available sanitary sewer to connect to it within 18 months of that sewer becoming available.
That rule is worth reading backwards. It exists because there are premises in this township that are not within 200 feet of an available sewer. Those properties are on on-site systems, and in a township of 35 square miles with large parcels in the north and west there are a good number of them.
The practical test is your own bill. If the township charges you a sewage disposal charge, you are connected. If it does not, the system is yours.
And the reason that matters in an emergency is ownership. A failed on-site system backing into a basement is a contaminated loss with no municipal owner. Nobody is coming to fix the street, because the problem is not in the street. It is a containment job, a removal job, and a septic contractor, in that order, and knowing which situation you are in saves a lot of wasted phone calls in the first hour.

Waterford holds five unincorporated communities, Clintonville, Drayton Plains, Elizabeth Lake, Four Towns and Waterford Village, plus a set of lake districts that behave differently from each other. The sorting variables are distance to the nearest water, whether you are connected to the sanitary system, and how old the built line near you is.

Where it came from decides the scope
Less often than in the inner ring, and that is worth insisting on. Clean water on a dusty basement floor looks filthy within minutes and is still Category 1. A crew that defaults to contaminated because that is the reflex everywhere else will remove material from your house that could have been dried.

Six parts, and any one of them ends it
If the most common loss in this township is a machine that stopped, then this is the most useful section on the page and it costs nothing to act on. Most of it is ten minutes on a dry day.
A sump can only move water that reaches it. If there is no interior drain tile running to the pit, the pump is decorative during the event that matters. Worth establishing before spending anything on the pump itself.
A mechanical device with a service life, running in water, usually in the dark, unobserved. It does not announce that it is near the end. Test it twice a year by pouring a bucket into the pit and watching the whole cycle.
The most common single point of failure. It sticks, or it gets fouled by the pit debris, or it gets caught against the wall of a pit that is too narrow. The pump is fine and nothing happens.
Stops the column of water in the discharge pipe running back into the pit when the pump shuts off. A failed one makes the pump cycle repeatedly on the same water, which wears it out early and is audible if you listen for it.
If it discharges close to the foundation, the pump is moving the same water in a circle. On a lake lot with a short run to the water, check where it actually goes and whether it freezes in winter.
A battery or water-powered backup is the whole point in this township, because the storm that raises the water table is the same storm that takes the power out. That is not bad luck, it is the same event. Test the backup separately, with the breaker off.
Dated, sourced, and one of them is a concession
Four entries with dates on them. We give the date and the source instead of an adjective, and where a famous event did not really reach Waterford we say so rather than borrowing it.
The National Weather Service Detroit office recorded thunderstorms producing torrential rainfall that led to flash flooding across the Detroit metro area between midnight and 6 AM, with widespread residential flooding, road closures and stranded vehicles, and a rainfall rate of 3 inches per hour with an embedded 5 inches per hour rate. The nearest listed totals to Waterford were 2.58 inches at two White Lake sites and 2.22 inches four miles south of White Lake. No Waterford total appears in the list, which is stated here rather than estimated.
A major disaster declaration was approved covering the August severe storms, tornadoes and flooding, with Oakland County among the counties made eligible for federal assistance.

The event that trained this entire region to think about basements largely happened somewhere else. The National Weather Service put it plainly: Wayne, Southern Oakland and Macomb counties saw the worst of the flooding as 4 to 6 inches of rain fell over a 4 hour period. Waterford is central and northern Oakland. We are naming this because a contractor who arrives in Waterford carrying the 2014 reflex brings the wrong assumption, and being wrong in that direction costs a homeowner containment and the removal of material that could have been dried.
What each measure does and does not do
Everything below is listed with what it does not cover, because the failure mode is a homeowner who fixed one thing and assumed the house was solved. Note how much of this list is maintenance rather than construction. That is what a machine-failure township looks like.
What it does. Keeps the pit clearing when the primary fails or the power goes out, which in Waterford is the same moment.

What it does. The single highest-value maintenance item for any Waterford property not on the sanitary system. A serviced system does not usually surprise anybody.
What it does not do. Address groundwater or a sump at all. Different mechanism entirely.
Who does it. A septic contractor. Ask for the tank location and the field location in writing while they are there, because the next owner will need it and so will anyone responding to a failure.
What it does. Moves roof water away from the foundation. On the larger parcels here there is frequently genuine room to regrade, which is not true in the inner-ring suburbs.
What it does not do. Anything for a high water table or a failed pump.
Who does it. Landscaping, or you. This is the one prevention measure that Waterford lot sizes actually make practical.
What it does. The cheapest item on this list by a distance. A float alarm in the sump pit that sounds, or sends a phone alert, when the level rises above normal turns an unattended failure into a phone call.
What it does not do. Move any water. It buys you the hours that decide the category.
Who does it. Homeowner scale. Particularly worth it on any property that sits empty for stretches, which in a lake township is a lot of them.
Mold after a water loss
Usually because the source is still running. In a high water table, growth that returns after a proper clean-up is almost always telling you that groundwater is still arriving, or that the machine which was supposed to remove it is still not working.
Growth after a water loss is a moisture problem before it is anything else. The sequence is find and stop the water, contain the affected area, remove porous material that cannot be cleaned, clean what can be cleaned, then dry the assembly to a documented standard so the conditions that produced the growth are gone. In this township, step one is frequently a pump rather than a pipe, and skipping it means doing the whole job again.
Two things we will not do, and you should expect the same from anyone you hire. We will not tell you what species anything is. Identifying it takes a laboratory and it does not change what gets removed. We will not clear our own work. Testing and post-remediation verification should come from an independent hygienist with no financial interest in the result. A company that inspects, remediates and then passes its own job has marked its own homework.
Anything about health effects belongs to a physician or a public health authority. It is not something a restoration contractor should be telling you, and a company that leads with it is selling from fear.

A moisture reading with no baseline is a number without a meaning. The dry standard comes from an unaffected part of the same house in the same material.
You want the list before the saw runs, with a reason attached to each line. On a clean-water loss caught early that list should be short.
A reading. Equipment pulled on a schedule rather than on a meter is the most common origin of growth found weeks later.

The tells are that it is slow, that it is low on the wall rather than high, that it tracks the season rather than one particular night, and that it comes back. It is generally a lower category than anything arriving up a drain, which means far more of the room is recoverable, but the drying plan is different: a wall that is being fed from outside will keep re-wetting the room until the source is addressed rather than dried around. Say which one you saw first to whoever you call, and say it before they start writing a scope.
Six things, and you can do most of them in ten minutes on a dry day. Whether there is interior drain tile actually feeding the pit, because a pump can only move water that reaches it. The primary pump itself, which is a mechanical device running in water in the dark and does not announce that it is near the end. The float switch, which is the single most common point of failure because it sticks or gets fouled or catches against the side of a narrow pit. The check valve, which stops the discharge column running back into the pit and which, when it fails, makes the pump cycle repeatedly on the same water. The discharge line and where it actually ends, because a short run back toward the foundation moves the same water in a circle. And the backup, battery or water-powered, tested separately with the breaker off. Pour a bucket into the pit twice a year and watch the whole cycle.
