Before you go near it
Is it safe to go near outlets, cords, or a panel in a flooded room?
Not from inside the room, and not while any water is still standing. A submerged outlet, a cord lying in water, or a baseboard heater underwater can energize the water around it, and you cannot tell by looking whether it has. ESFI's own flood guidance states plainly that submerged outlets and cords may energize the surrounding water.
Consumers Energy's guidance for a flooded home is the same for every circuit the water reached: stay out until power to that area is disconnected, and do not disconnect it yourself from inside standing water. A licensed electrician cuts the power safely, or the utility disconnects the home's electric meter from outside, a step you can request by phone. Do not treat a tripped breaker as proof the circuit is dead. A breaker that has not tripped is not proof it is safe either; both states need a professional check before anyone goes back into that room.
