What is specific to this city
Because Berkley carries rain and sewage in the same pipe, and there is no machine anywhere in the municipal chain that can be turned on when a storm arrives.
The City publishes both halves of that itself. Berkley “has a combined sewer system which means it uses a single pipe to collect both stormwater (rain) and sanitary (waste) water”, and the system “is entirely gravity-based with no pumps or valves, meaning there are no switches, valves, pumps, levers, or buttons that need to be pushed to move water out of Berkley”.
Read those two sentences next to each other and the whole Berkley loss pattern falls out of them. Capacity is fixed by pipe diameter and slope. When rain arrives faster than that fixed capacity can carry it away, the water has to go somewhere, and the path of least resistance is backward into the lowest opening in the nearest building. That is your floor drain. And because the pipe was carrying sewage the whole time, what arrives is contaminated from the first minute rather than clean water that turns dirty later.
Berkley flow does not stop at the city line. It enters the County system at collection points around the city and joins southeast Oakland County combined flow at the George W. Kuhn Retention Treatment Basin in Madison Heights, originally built as the Twelve Towns Drain in 1962 and 1963 and renamed in 2006. Oakland County describes it as serving 24,500 acres across 14 communities, holding and treating up to 150 million gallons, with excess flow stored, screened and disinfected before discharge to the Red Run Drain. Berkley is one of those 14. So is Royal Oak, Ferndale, Huntington Woods, Oak Park, Clawson, Pleasant Ridge, Madison Heights and Hazel Park. When a storm loads that system, it loads it for all of them at once.
The part that surprises people
Not as a failure. On purpose. The City states that “Berkley streets are designed to hold water to delay its entry into the sewer system during heavy rains”. The kerb line is a deliberate holding tank, metering stormwater into a pipe that also has to carry waste.
Which means the thing most people use to judge a storm is the wrong instrument. Water standing at the kerb can mean the system is working exactly as designed. It tells you almost nothing about what is happening under your floor. The only indicator that matters is your own floor drain, and by the time that one reports, the decision has been made for you.
What the city does between storms
Since there is nothing to switch on during a storm, everything the City can do happens before one. Berkley reports investing up to $800,000 per year on sewer structural lining, run annually for over twenty years, with approximately 35% of the system structurally lined to date. It reports installing additional restrictor covers in many catch basins since 2014 to slow the rate at which stormwater enters the pipe, and it has run downspout disconnection programmes. Thirty-five percent lined after twenty years is the number worth sitting with. It is real work and it is a long way from finished. Sixty-five percent of the pipe under Berkley is still the pipe that was there before the programme started.

The record nobody links to
An $11.5 million settlement was reached covering the City of Berkley, Oakland County and nine other southeast Oakland County municipalities, over allegations of defective sewage systems in those communities arising out of the August 2014 and August 2017 events. Berkley City Manager Matthew Baumgarten put the city portion at just over $385,000 plus a commitment of nearly $200,000 toward sewer improvements. Named matters include Deanna Doot et al. v. City of Berkley et al. and Sheila Jacob v. City of Berkley.

Berkley is bounded by Woodward Avenue on the east, Webster Road on the north, Greenfield Road on the west and Eleven Mile Road on the south, and is cut through the middle by Twelve Mile Road and Coolidge Highway. Dating your own foundation
Berkley presents as a 1920s city. The village incorporated in 1923 and voters made it a city in 1932, and the street grid has the right vintage of names on it. The buildings are twenty-five years younger than that, and the gap matters enormously to a wet basement.
Look at the census curve. Berkley had 6,406 people in 1940 and 17,931 in 1950. The population nearly tripled in a single decade, then topped out at 23,275 in 1960 and has declined since without losing houses. City-data.com reports the median year built for Berkley housing as 1948, with about 93% of units single detached and a median of 6.4 rooms.
So the dominant Berkley house was built in the five or six years after the Second World War. That puts it squarely in the era of the concrete block foundation wall, not the stone foundations that genuinely pre-war inner ring stock has, and not the poured concrete of the 1970s subdivisions further out.
Block is hollow. The cores fill with water during a loss and hold it, and a surface meter touched to a painted block face will tell you about the paint. This is the single most consequential fact about drying a Berkley basement, and it is a direct consequence of what year the city built out.

By where it came from, not by what it looks like. Clean water on a dirty floor looks filthy within minutes and is still Category 1. Sewer surcharge can arrive almost clear and is Category 3 from the first second. Mold after a water loss
Usually because the block was never dried, only the room was. The face of the wall reads dry, the equipment leaves, and the cores keep feeding moisture into the room air for days. Conditions come back, and so does growth, in the same place.
Growth after a water loss is a moisture problem before it is anything else. The sequence is find and stop the water, contain the affected area, remove porous material that cannot be cleaned, clean what can, then dry the assembly to a documented standard so the conditions that produced the growth are gone. Treating a surface while the wall behind it is still loaded is painting over a leak.
Two things we will not do, and you should expect the same discipline from anyone you hire. We will not tell you what species anything is. Identifying it takes a laboratory and it does not change what gets removed. We will not clear our own work. Testing and post-remediation verification should come from an independent hygienist with no financial interest in the result. A remediator who inspects, remediates and then passes his own job has marked his own homework. If you want that independent check arranged, we will point you at it rather than quote you for it.
Anything about health effects belongs to a physician or a public health authority. It is not something a restoration contractor should be telling you, and a company that leads with it is selling from fear.

What each measure does and does not do
Every item below is listed with what it does not cover, because the failure mode here is a homeowner who installed one thing and assumed the problem was solved from every direction. In a combined sewer city, water arrives from two directions in the same storm and no single measure addresses both.
What it does. Closes a one way gate when flow reverses, so a surcharging combined main cannot push back through the floor drain.
What it does not do. Nothing about groundwater arriving through a block wall, and nothing about water already inside the house. In a Berkley storm those often happen in the same hour from a different direction.
Who does it. A licensed plumber. Camera the lateral first. A valve on a collapsed or root-choked line solves the wrong problem at full price.
What it does. The cheapest and most under-used measure there is. Moving roof discharge six to ten feet out removes a large share of the water that would otherwise sit against a block foundation.
What it does not do. Anything at all for a sewer surcharge. This is a seepage measure.
Who does it. Homeowner scale. Note that Berkley has run downspout disconnection programmes, so where your downspout is allowed to discharge is a question with a municipal answer, not just a practical one.
What it does. Stops a below grade well filling and pushing water through the frame, which is a common entry point on post-war stock where the wells are original and shallow.
What it does not do. Help a well with no drain at all. A cover on an undrained well can trap water rather than shed it if it is not sealed to the wall.
Who does it. Homeowner scale, but check whether the well actually has a drain before buying covers for it.
What it does. Re-establishes fall away from the foundation so surface water leaves rather than pooling at the wall.
What it does not do. Exist as an option on every Berkley lot. Typical lots here are small by suburban standards, and on many of them there is no physical room to fall away on all four sides. Worth knowing before paying somebody to try.
Who does it. Landscaping. Ask them to walk all four sides with you and say out loud which ones cannot be fixed.
What it does. Buys height. A standpipe raises the point at which a surcharge can spill into the room by the height of the pipe.

It depends on whether the water has stopped. If it is still entering the building, the best contractor is the one who can put a truck on your street soonest, and in Berkley that is usually not us. And the weekend of July 24 and 25, 2021, where the City reported approximately 1.5 to 3 inches of rain falling in parts of Berkley between 8:00 PM and 9:30 PM, with street flooding across the city that mostly cleared within a couple of hours. June 2021 brought a federal disaster declaration that was expanded to include Oakland and Macomb counties.
Different mechanism, different category, different money, and in Berkley both can happen in one storm. Water pushing up through the floor drain or the laundry standpipe is a surcharging combined main and is contaminated from the first minute. Water weeping through mortar seams or at the cove joint where the block wall meets the slab is groundwater, generally a lower category, with far more of the room recoverable. The reason it matters is that the drying plans are not the same. Block keeps releasing moisture into the room for days after the floor reads dry, so it has to be addressed directly rather than waited out.
